Established in 2022, Offshore Wind Consultancy Limited (OWCL) is a founder-led consultancy providing specialist OFTO transaction management and advisory support to the UK offshore wind sector.
Founded by Linda Walker, an experienced OFTO Transaction Manager, OWCL brings hands-on experience of the UK OFTO regime since Tender Round 6.
Linda transitioned from the oil and gas sector into offshore wind in 2018, bringing experience in complex, regulated infrastructure delivery into the offshore renewables market. This background underpins OWCL's practical, delivery-focused approach to OFTO transactions.
OWCL supports offshore wind developers, OFTOs, investors and advisers across the OFTO lifecycle. Expertise spans transaction management, tender strategy and delivery, Ofgem cost assessment, TRS and indexation, offshore TNUoS modelling, regulatory engagement and the transition from construction through asset transfer and licence grant.
OWCL's focus is practical: helping clients navigate the commercial, regulatory and delivery challenges of the OFTO regime while protecting programme, revenue and long-term value.
OFTO experience grounded in delivery
With experience of the UK OFTO regime dating back to Tender Round 6, Linda has supported offshore wind projects through the commercial, regulatory and practical challenges of OFTO transactions.
Her involvement spans multiple tender rounds and different stages of the transaction lifecycle, bringing first-hand knowledge of the challenges faced by developers, OFTOs and their advisers.
